A Blender plugin would be nice.
There's a milkshape plugin for Blender so you can rig models in blender and put into milkshape for export.

easiest way would be to download MaxPaynePacker utility that allows you to unpack game files (.ras) and other mod files (.mp2m). Most features can be done using a simple notepad. Just take a look at how other mods are done.
